The Reasons Behind the National Passport Is Falling in Global Ranking

Earlier this year, a video from an Indian travel influencer complaining about India's weak passport went viral on social media.

The influencer stated that while neighbouring countries like Sri Lanka and Bhutan were more welcoming to travelers from India, securing travel permits to travel to many nations in Europe and the West continued to be difficult.

This dissatisfaction regarding India's poor passport strength was reflected in the latest Henley Passport Index, ranking India at position eighty-five among nearly two hundred nations, a decline of five positions compared to the previous year.

Officials in India has not commented on the report so far.

Countries including Ghana, Rwanda and Azerbaijan despite smaller economic size compared to India – which is the fifth-largest economy globally – hold better positions on the index in the seventies range, respectively.

In fact, the country's position over the last ten years has hovered in the 80s, even dipping to the 90th spot in 2021. These rankings appear poor compared to other Asian countries like Japan, South Korea and Singapore, all maintaining leading ranks.

Global Passport Power Measures

The power of a passport indicates a country's global influence and international standing. It also translates into better mobility for its citizens, improving commercial and learning opportunities. Limited passport power results in additional documentation, increased visa expenses, fewer travel privileges and extended processing periods when journeying.

But despite the decline in the rank, the count of nations providing visa-free travel for Indian citizens has grown in the past decade or so.

As an instance, in 2014 – the year Prime Minister Narendra Modi's ruling party came to power – fifty-two nations provided visa-free travel for Indian passport holders and its passport at seventy-sixth position on the index.

A year later, it tumbled to eighty-fifth place, then improved to 80th in 2023 and 2024, declining once more to the 85th position this year. At the same time, visa-free destinations for Indians increased from fifty-two eight years ago to 60 in 2023 and 62 in 2024.

The Competitive Global Mobility Landscape

The count of visa-free destinations in 2025 (fifty-seven) is higher than what it was in 2015 (52), but the country's position during both periods is 85. What explains this situation?

Experts say that a primary factor involves growing competition in international travel – meaning countries are forming more travel partnerships for their populations' advantage and economic growth. As per a 2025 report, the worldwide mean number of destinations travellers are able to access visa-free has nearly doubled from 58 in 2006 to one hundred nine currently.

An ex-diplomat from India notes there are other factors influencing the strength of a country's passport, like its economic and political stability as well as its openness to welcoming citizens from other countries.

For instance, the American passport has dropped out of the top 10 currently holding the 12th position – a historic low – due to its increasingly insular stance in world politics.

The former ambassador recalls that during the seventies, Indian citizens had visa-free travel to many Western and European countries, but that changed following Khalistan movement during the eighties. Subsequent political upheavals have continued to damage the country's reputation as a stable, democratic country.

"Many countries are also becoming more cautious regarding migrants," the diplomat added. "India has a large quantity of citizens emigrating overseas or remaining beyond visa limits affecting the national image."

Factors such as how secure a country's passport is and its immigration procedures also contribute to obtaining visa-free access to other countries.

Enhanced Security Measures

India's passport faces ongoing security threats. In 2024, authorities arrested 203 people for alleged visa and passport fraud. The country also has cumbersome immigration procedures with lengthy timelines for visa approvals.

The former ambassador says that technological advances, such as the newly introduced digital passport or e-passport, may enhance safety and streamline immigration. This electronic document contains a microchip that stores biometric information, making it harder to forge or tamper with the document.

But, increased diplomatic efforts and travel partnerships remain key for enhancing international travel freedom of Indians and, by extension, the Indian passport's global position.
